Biography

Fred A. Leibrock is a Director and litigation attorney. He is an experienced trial attorney who has first-chaired more than sixty jury trials. Fred represents both privately held and public companies in a wide range of matters, with an emphasis on complex litigation and multi-jurisdiction and class action litigation. Fred serves as Phillips Murrah’s General Counsel and as the Firm’s Chief Information Officer.

Fred’s trial experience is diverse and includes the defense and prosecution of cases involving real estate, construction, trucking, insurance, election law, fraud, professional malpractice, personal injury, wrongful death, anti-competitive activity, racketeering, employment, transportation negligence, condemnation, lender liability, product liability and parental termination. Additionally, Fred is a mediator and arbitrator and received his formal ADR training at the Center for Dispute Resolution in Boulder, Colorado.

Fred is admitted to the practice law in Oklahoma, Texas, Colorado, the Chickasaw Nation and the Choctaw Nation.  He is also admitted to practice before the United States Supreme Court and several United States Circuit and District Courts.

Fred’s practice also emphasizes privacy and cybersecurity law. He is an Information Privacy Professional (CIPP/US) and is credentialed by the International Association of Privacy Professionals. He has experience in defending claims and lawsuits alleging damages due to data breaches, in fortification against tactics, techniques, and procedures of cyber threat agents, in information security policies, in data breach incident response and after-action reporting, in data retention polices, in cybersecurity regulation compliance, and in cybersecurity insurance law.

Fred has continuously held a Martindale-Hubbell AV Preeminent peer review rating since 1995, has been continuously named to Oklahoma Super Lawyers since 2011 and Best Lawyers in America since 2010 (currently listed in ten separate categories: Commercial Litigation, Antitrust Litigation (Lawyer of the Year 2017 and 2024), ERISA Litigation (Lawyer of the Year 2018), Insurance Law, Real Estate Litigation (Lawyer of the Year 2020), Real Estate Law, Financial Services Regulation Law, Banking and Finance Litigation, Intellectual Property Litigation and Mass Tort Litigation / Class Actions). Fred graduated from Oklahoma City University School of Law with honors. While in law school, he served as Staff Editor of the Oklahoma City University Law Review. He is the author of Lender Liability Under the Comprehensive Environmental Response, Compensation, and Liability Act, 62 OKLA. B.J. 2374 (1991). Fred is a child advocate who frequently represents abused children. He has served as an officer and director of the Child Abuse Response & Evaluation Center in Oklahoma City, received the Center’s Distinguished Service Award in 2008, and is an active volunteer for child advocacy organizations, including Oklahoma Lawyers for Children. Born and raised in Mexico City, Fred lives in Oklahoma City with his wife Susan.
