Biography

Donald A. Pape is a member of the Firm’s Financial Institutions Practice Group. He represents both privately held and public financial institutions in a wide range of banking and regulatory matters.

Don also formerly served as chair of the board of Republic Bank & Trust in Norman for nearly 30 years. He was formerly lead independent director for the board of the Office of Mortgage Settlement Oversight, Raleigh, North Carolina, former member and Chair of the Bankers Advisory Board of the U.S. Conference of State Bank Supervisors, Washington, D.C. and formerly as a member of the Oklahoma Tobacco Settlement Endowment Trust Board of Investors.

Additionally, Don has served as a member of the Article 8, Legislative Review Subcommittee of the Oklahoma Bar Association and the Oklahoma Banking Commissioner’s Banking Code Review Committee.

Born in Birmingham, Alabama, and raised in a military family, he graduated from high school in Oklahoma City before attending the University of Oklahoma. After his own military service in the United States Air Force, Pape was discharged with the rank of Captain and returned to Norman, Oklahoma.

  • Represented a publicly traded bank holding company in the formation of an Oklahoma trust company for the spinoff of a subsidiary bank’s trust department with $3.4 billion in assets
  • Represents banks and bank holding companies before the Federal Deposit Insurance Corporation, the Office of the Comptroller of the Currency and the Federal Reserve
  • Formed a new state bank for the successful acquisition of an $18 million failed national bank from the FDIC
  • Represented several Oklahoma state banks in various bank and branch acquisitions from private and public entities, including the Federal Deposit Insurance Corporation
  • Formed a new FINRA registered investment banking firm and represented the firm in the successful acquisition of the Oklahoma and Texas assets and operations from a national securities brokerage firm
  • Representation of insured financial institutions in all regulatory matters before the Oklahoma State Banking Department, the Office of the Comptroller of the Currency, the Federal Deposit Insurance Corporation, the Federal Reserve and the Consumer Financial Protection Bureau
