Jeff Kline is an Of Counsel attorney at Phillips Murrah, representing clients in energy, utility, telecommunications, administrative, and governmental regulatory matters, drawing on more than a decade of experience working directly within Oklahoma’s regulatory system.
Before joining Phillips Murrah, Jeff spent 11 years at the Oklahoma Corporation Commission, where he most recently served as Legal Advisor and Administrative Aide to Commissioner Kim David. As Commissioner David’s principal legal and policy advisor, Jeff advised on a broad range of state and federal regulatory and energy matters and worked hand-in-hand with the Commissioner on complex proceedings before the Corporation Commission, Southwest Power Pool, and Federal Energy Regulatory Commission.
Jeff also worked closely with regional and national energy organizations, including the Southwest Power Pool and the National Association of Regulatory Utility Commissioners. His experience gives him a practical understanding of the interaction among state utility regulation, regional transmission organizations, federal energy regulation, and the policy considerations affecting Oklahoma’s energy industry.
Previously, Jeff served for eight years as Deputy General Counsel at the Oklahoma Corporation Commission. In that role, he focused primarily on the Oklahoma Universal Service Fund, telecommunications, regulatory enforcement actions, and the Administrative Procedures Act.
Before joining the Oklahoma Corporation Commission, Jeff practiced in private practice, where he maintained a diverse litigation and transactional practice involving family law, adoption, criminal defense, personal injury, and bankruptcy.
A recognized leader both inside and outside the legal profession, Jeff has held numerous leadership positions in Oklahoma civic and nonprofit organizations. He graduated from Leadership Oklahoma City’s LOYAL Class IX and has served in leadership roles with the Jewish Federation of Greater Oklahoma City, Hillels of Oklahoma, and Theta Chi Fraternity. He previously served as Student Body President at the University of North Texas. Jeff is also a proud Eagle Scout.
Jeff has been recognized as an Achiever Under 40 by The Journal Record, a Forty Under 40 honoree by the okc.BIZ Journal and Oklahoma Gazette, and a Thirty Under 30 honoree by Ion Oklahoma. He received the La’Atid Award from the Jewish Federation of Greater Oklahoma City for leadership, campaign service, and community engagement.
Jeff earned his J.D. from Oklahoma City University School of Law and bachelor’s degrees in political science and history from the University of North Texas. He is admitted to practice in Oklahoma and before the U.S. District Court for the Western District of Oklahoma.
Outside of work, Jeff enjoys home renovation projects, woodworking, golf, and spending time with his family and Corgi.
