Phillips Murrah is pleased to announce that Jeff W. Kline has joined the firm as Of Counsel, bringing more than a decade of experience in Oklahoma utility regulation, energy policy, telecommunications, administrative law, and government relations.
Kline joins Phillips Murrah after 11 years with the Oklahoma Corporation Commission, where he most recently served as Legal Advisor and Administrative Aide to Commissioner Kim David. In that role, he served as a principal legal and policy advisor to the Commissioner, providing counsel on complex state and federal regulatory matters involving Oklahoma’s energy and utility industries.
During his tenure in Commissioner David’s office, Kline advised on legal and policy issues before the Commission, conducted extensive research and analysis of state and federal energy regulation, drafted Commission orders and legislation, and ensured the Commissioner was fully prepared. He also represented Commissioner David in proceedings before the Federal Energy Regulatory Commission and participated in regional and national energy organizations, including the Southwest Power Pool and the National Association of Regulatory Utility Commissioners.
Before joining Commissioner David’s office, Kline served for eight years as Deputy General Counsel at the Oklahoma Corporation Commission. His primary areas of focus were the Oklahoma Universal Service Fund, telecommunications, regulatory enforcement actions, and rulemakings.
“I am excited to join Phillips Murrah and begin the next chapter of my career,” Kline said. “I have spent the last 11 years working inside the Oklahoma Corporation Commission, including the last several years advising Commissioner David on some of the most significant energy and regulatory issues facing Oklahoma. I am looking forward to putting that experience to work for clients and joining a firm with such a strong reputation in Oklahoma’s energy and regulatory communities.”
Kline’s leadership experience extends beyond his legal practice. Before attending law school, he served as Student Body President at the University of North Texas and has also held numerous leadership positions in Oklahoma nonprofit and professional organizations, including Leadership Oklahoma City, the Jewish Federation of Greater Oklahoma City, and Hillel at the University of Oklahoma.
Kline earned his J.D. from Oklahoma City University School of Law and bachelor’s degrees in political science and history from the University of North Texas. He is licensed to practice law in Oklahoma and before the U.S. District Court for the Western District of Oklahoma.
