The law firm of Phillips Murrah proudly announces that attorneys Phoebe M. Barber and Kelsey A. Chilcoat have been elected by the Firm’s Shareholders as new Directors. Their appointments were made effective January 1, 2026, bringing the total number of Directors in the Firm to 43.
Phoebe M. Barber is a litigation attorney who represents both individuals and public companies in a wide range of civil litigation matters in both state and federal court. Her practice includes labor and employment matters, contractual disputes, construction disputes, commercial debt collection matters, and oil and gas disputes.
Phoebe attended the University of Oklahoma College of Law, where she earned the American Jurisprudence award for Civil Procedure II and was on the Dean’s Honor Roll. She served as the Research Editor and Candidate Mentor on the Oklahoma Law Review and was a member of the Phi Delta Phi Legal Honor Society. Phoebe also served as a mentor on the Dean’s Leadership Council, was selected as a Dean’s Leadership Fellow, and was selected to serve on the Academic Appeals Board.
While in law school, Phoebe had the opportunity to clerk as a judicial intern for the Honorable Judge Rob Hudson of the Oklahoma Court of Criminal Appeals.
Phoebe was born and raised in Oklahoma City and received a Bachelor’s Degree from Vanderbilt University in Nashville, Tennessee. She enjoys Thunder basketball, OU football, and cheering on her Vanderbilt Commodores in her spare time.
Kelsey A. Chilcoat represents individuals and corporations in a broad range of matters and at all stages of litigation, including first- and third-party insurance defense, with an emphasis on first-party automobile and property, intellectual property, landlord-tenant disputes and construction law, and breach of contract.
Kelsey is a member of the Oklahoma Bar Association and the Oklahoma County Bar Association. She is admitted to practice before the United States District Courts for the Western, Northern, and Eastern Districts of Oklahoma.
Kelsey graduated with honors from the University of Tulsa College of Law in 2016, after earning her Bachelor’s in Entrepreneurial Business with a minor in Business Law from Oklahoma State University in 2012. While in law school, she served as Editor-in-Chief of the Energy Law Journal and was a member of the legal honor society, Phi Delta Phi.
Kelsey was born and raised in Choctaw, Oklahoma, and currently lives in Oklahoma City. Kelsey is a member of the Executive Board of Directors for the Uptown 23rd District Association and is a graduate of Leadership of Oklahoma City LOYAL Class XVII. She is also Past-President of Kiwanis Club of Downtown Oklahoma City.
