Rebecca “Becky” Pasternik-Ikard is a lawyer, a nurse and a Medicaid program director who brings decades of experience to assist Phillips Murrah healthcare clients in copy with reimbursement, including negotiating payments, audits and appeals, and other regulatory issues related to governmental payments of providers.
Before joining Phillips Murrah, Becky oversaw the entire Oklahoma Medicaid program and was responsible for the $5.5 billion+ budget serving almost 1 million Oklahomans annually. Her knowledge and understanding of the Medicaid program and attendant regulations, both state and federal, spans several decades. As agency CEO Becky directed program integrity, provider appeals and negotiation of provider rates, including alternate payment methodologies based in part on social determinants of health and alternatives for capitated health plans to apply administrative fees to improve the health of its members. As CEO of OHCA and in collaboration with state and legislative leadership, in October 2018, Becky guided the OHCA though its implementation of the first across-the-board provider rate increase since 2009.
Prior roles with OHCA, Becky had program operational responsibilities, including oversight for Member Services, Provider/Medical Home Services, Population Care Management, Behavioral Health Services, Pharmacy Services, and Insure Oklahoma. She has served in many leadership roles both within the state and the nation including serving on the Board of Directors of National Association of Medicaid Directors (NAMD), as chair of the CMS Quality Technical Advisory Group and as a member of the of the CMS Community Engagement (Work requirements) workgroup and the NAMD/CMS Medicaid Scorecard Advisory Group. The NAMD Board not only strategically focused on key program issues such as Medicaid financing, delivery system and payment reform, behavioral health integration and prescription drugs, but also the relationship and engagement with the new Administration of the Centers for Medicare and Medicaid Services (CMS) and broad regulatory reforms.
Becky is a Fellow in the Medicaid Leadership Institute, sponsored by the Center for Health Care Strategies and the Robert Wood Johnson Foundation.
